Beginning on June 1, 2018, the General Administration of Customs will begin the formal implementation of Decree No. 56.

This notice, known as the 2017 Decree No. 56, is called [Announcement on Adjusting Matters Concerning the Entry and Exit of Water and Air Transport Vehicles and Manifest Supervision".

This announcement is intended to ensure the smooth progress of the nationwide customs clearance and integration reforms, and effectively strengthen the customs' management of the inbound and outbound transport means of water and air transport and the goods and articles they carry, standardize the data declaration and transmission, ensure the completeness and accuracy of the data, and effectively implement safe access. And the risk prevention and control mechanism is closely related to the export industry. We are not paying attention to the risk that the goods will be detained!


New rules and requirements:

1. China Customs opens the time limit switch of the manifest management system, that is, complete and accurate manifest data must be sent to China Customs via electronic data 24 hours prior to shipment (ships leaving mainland China or entering or transiting mainland China). ;

2. The names of all the goods under the bill of lading shall be clearly and completely declared on the manifest;

3. The data items requested by the manifest include the information of the receiver and the consignor, such as the code of the receiver and consignor and the contact number of the receiver and consignor.

For shipments expected to be exported from Mainland China on and after June 1, 2018, the shipping company will comply with the Chinese Customs' proposal of a new pre-shipment manifest for cargo manifests.

Before the shipper declares goods to the customs of the exporting country, the shipper shall record the pre-shipment manifests in accordance with the requirements of the shipping agents designated by the shipping company.

Question 9: Will the revised data items be stipulated for manifests, and how can customers submit data information to Safmarine?

Answer 9: You can submit these new information when you submit the Shipping Instructions through your familiar electronic channel. The "My.Safmarine.com" website is making corresponding adjustments to meet the requirements of the new manifest requirements. After adjustments, clients can submit information directly on the website; customers using INTTRA and EDI should fill in the added data items in the COMMENT box. send.

Question 10: Does the shipping company check the customer's "shipping instructions" submitted by the customer, the sender code?

Answer 10: The shipping company does not proofread the sender and sender codes. The consignor or booking agent is responsible for submitting accurate receipt and consignor codes in the Shipping Instructions. China Customs has released the "Enterprise Code Type Summary Sheet" for the company's reference and can complete the enterprise code declaration according to the index of the countries or regions in the table.

Under the premise that the bill of lading allows, if the receiver and consignor are natural persons, the customer should fill in the customer's Chinese ID number or passport number at the company code.

Question 12: If the countries or regions of the consignor or sender are not in the "Enterprise Code Type Summary Table," how can the customer provide the enterprise code?

Answer 12: If the country or region to which the consignor or the consignor belongs is not listed in the "List of Enterprise Code Types" or cannot provide the type of enterprise code listed in the table, the statutory enterprise registration code of the country or region where it is located should be filled in.
